Kigali-19 October 2018: Honorable Solina Nyirahabimana is among the new cabinet that has taken oath today Friday, 19
th October 2018 before HE Paul Kagame.
The swearing in ceremony comes following the reshuffle that was announced on Thursday evening by the Prime Minister. The change left Honorable Nyirasafari Espérance transferred to The Ministry of Sports and Culture.
The announced cabinet comprises 13 women out of 26, making it 50% of the new cabinet.
Ministries that are headed by women: - Ministry of Gender and Family Promotion: Solina Nyirahabimana
- Ministry for ICT and Innovation: Ms. Paula Ingabire who took over from Jean de Dieu Rurangirwa.
- Ministry for Trade and Industry: Honorable Soraya Hakuziyaremye, who replaced Vincent Munyeshyaka
- Ministry for Sports and Culture: Espérance Nyirasafari from Gender and Family Promotion Ministry
- Ministry for Emergency Management: Germaine Kamayirese, replacing Jeanne d’Arc de Bonheur,
- Ministry of public service and labour, Fanfan Kayirangwa Rwanyindo
- Ministry of Youth, Rosemary Mbabazi
- Ministry of the Office of the Prime Minister, Marie-Solange Kayisire
- Minister in the Office of the President, Judith Uwizeye,
- Ministry of Health, Dr. Diane Gashumba,
- Ministry of Agriculture and Animal Resources, Dr. Gérardine Mukeshimana.
- State Minister in Charge of Social Affairs in the Ministry of Local Government, Dr. Alvera Mukabaramba
- State Minister in charge of Economic Planning in the Ministry of Finance and Economic Planning, Claudine Uwera
Other changes include: Dr. Richard Sezibera who replaces Louise Mushikiwabo as the Minister for Foreign Affairs and International Relations. Prof. Anastase Shyaka, who has been the CEO of Rwanda Governance Board (RGB), was appointed as the new Minister for Local Government, replacing Francis Kaboneka.
Maj. Gen. Albert Murasira was appointed as the Minister for Defense, taking over from Gen. James Kabarebe, who moved to the Office of the President as Senior Defense and Security Advisor. DCG Dan Munyuza is the new Inspector General of Police while his predecessor IGP Emmanuel Gasana takes over the Southern Province as Governor.
James Musoni was appointed as Ambassador to Zimbabwe whereas Nelly Mukazayire has been appointed as the Chief Executive of the Rwanda Convention Bureau.
François-Régis Gatarayiha becomes the Director General of Emigration and Immigration, while Anaclet Kalibata will serve as the Director General of External Security at NISS.
Richard Tusabe, who previously headed the Rwanda Revenue Authority, was moved to Rwanda Social Security Board as Director General. Christian Rwakunda, former Ministry of Infrastructure PS, was appointed as Deputy Director General in charge of Fund Management at the pension body. RRA will be led by Pascal Bizimana Ruganintwali
The reshuffle left some dockets being scrapped. These include the Ministry of Lands and Forestry, State Minister for Education in charge of Technical and Vocational Education and Training, State Minister for Local Government in charge of Socio-Economic Development, State Minister in charge of Energy and Water, State Minister for Agriculture.
