Gender Profile Guidelines
MIGEPROF has coordinated the compilation of existing data and information that where scattered in different institutions. The concerned domains are: Economy, Health, Education, Justice, Participation in Decision Making, Environment, Sport and Leisure. The existing data (from 2005 to 2007) have been disaggregated by gender.
 
GUIDELINES ON INTERNATIONAL ADOPTION

These guidelines are based on Consitution, CRC & Hague convetion of 1993. They guide orphanages in identifying children eligible for placement abroad, the prospective adoptive parents who seek to adopt from Rwanda and about the legal procedures and post-adoption reporting.

GUIDELINES ON THE SETTING UP OF COMMITTEES TO FIGHT GENDER-BASED VIOLENCE AND PROTECT CHILD’S RIGHTS

The guidelines provide the explanation on the setting up of ONE COMMITTEE for both to fight GBV & to protect children’s rights from Umudugudu to District level, with specific responsibilities at the national level. They specify the composition of the Committees, The specific tasks assigned to the Committees at each level, the prerequisites for the committees to fulfill their obligations, and the structure and mechanisms of coordination.

M&E FRAMEWORK FOR THE OVC STRATEGIC PLAN
A tool to coordinate, monitor and evaluate the service coverage & uptake, quality of OVC services and the effectiveness of OVC programs and interventions. It helps to provide information for stakeholders, implementing agencies, rights holders and the public at large. It generates data to inform policy decisions
 
MINIMUM PACKAGE OF SERVICES OFFERED TO OVC

This is a document that ensures that the OVC are indeed targeted. The Minimum Package of Services document outlines the principal areas of interventions that are common with the MVC identification Guidelines, namely: Health, Nutrition, Education, Protection, Psychosocial Support, Shelter and Economic Strengthening.  It clearly defines the end results of the services to OVC, with special emphasis on services to MVC.

MINISTERIAL INSTRUCTIONS ON THE IDENTIFICATION OF MOST VULNERABLE CHILDREN (MVC)

A document to guide the population and the local leaders  in the identification and selection of the most vulnerable children (MVC). The guidelines are meant to ensure a participatory and community approach in defining the vulnerability  for OVC in Rwanda,  in addressing the needs of the child and their root causes, in targeting  the most vulnerable among vulnerable children, in promoting  ownership at the decentralized level, in facilitating  realistic programming for OVC and allowing follow up and evaluation of services to MVC.
The brochure outlines the criteria used in the selection and the methodology to be applied throughout the process.
